- 5. Membership
The following will be the ways to get membership in the institution.
a. Citizen of Nepal who has not been convicted of any offence involving moral turpitude and criminal prosecution in the knowledge of executive committee shall be granted.
b. The entrance fees and annual membership fees will be Rs. 200 and Rs. 100 respectively and the membership shall be renewed at the end of each financial year.
Explanation: financial year means the year commencing from Shrawan first (July 16 approximately) and ending with Ashad Masanta (July 16 approximately)
c. Executive committee may grant honorary membership to the national and international Institution /Association or person. However he/it will be precluded from voting right.
d. The founder member will be considered as a life long member.
e. The founder chairman will be positional advisor for a period of 3 years from the expiry of term of his office. - 6. Termination of membership:
Membership will be terminated in the following situation.
a) On death of the member.
b) Upon acceptance of a written resignation submitted to chairman
c) If member fail to pay fee in accordance with sub-section -b of section 5, however the chairman is empowered to condone delay-having regard to sufficient causes after recovery of due and membership will be continued.
d) Where executive committee has initiated disciplinary / code of conduct action against member and upon an establishment of such, the membership will be terminated.
e) If he has been found to be of unsound mind.
f) If he abstains himself for three consecutive meeting without prior notice
g) If he has been convicted of any offence involving moral turpitude and criminal prosecution. - 7. General Meeting
Every member shall be the member of general meeting and the members collectively are referred to general meeting. The general meeting will formulate Executive committee.
a) The institution shall once in each year hold general meeting as its annual general meeting.
b) Notwithstanding any thing contain in “a” meeting will be held before or after general meeting or at any time if 25% of Members will demand that it is necessary to hold meeting.
c) The general meeting will approve the budget for election of executive committee, appointment of auditor, adoption of the account of institution and assist in formulating the policy and programs of institution.
d) 50 % of total member of institution shall be regarded as a majority for general meeting.
e) Notwithstanding anything contained in ‘d’, if no 50% majority will be formed in 1st meeting, the 2nd meeting will be conveyed and the same majority will not be considered necessary. But there shall be 2/3 majority to amend the constitution and to move and pass the motion on vote for non-confidence. - 8. Formulation of Executive committee:
1) There shall be executive committee consisting of 7 to 15 members out of member’s institutions. The committee as mentioned above shall be formulated in the following manner:
i) Chairman
ii) Vice chairman
iii) Secretary
iv) Joint Secretary
v) Treasurer
vi) Members 2-10
2) The election for member of executive committee will be through secret polling.
3) There shall be at least 2 founder members in an election executive committee.
4) Notwithstanding anything contain in subsection 2 it shall not debar in formulating executive committee if the founder member does not agree to be a member of such committee or if the member is not there or there is no possibility of attendance of member.
5) The executive committee formed by founder will be deemed to be elected executive committee. However there shall be a formulation of executive by way of election within 6 month from the date of registration and the same will be communicated to.
